Northern Sydney Freight Corridor – Epping to Thornleigh Third Track

The project involves the construction of six kilometres of new and upgraded track within the rail corridor between Epping and Thornleigh stations on the western side of the existing tracks. The new (third) track will separate northbound freight from all-stops passenger train movements along the steep incline between Epping and Thornleigh.

Our involvement

Aquenta was engaged to provide forensic planning and independent estimation services to review, validate and recommend adjustments to Epping to Thornleigh Third Track ‘s Alliance’s Total Outturn Cost (TOC) and construction program brought about by Target Adjustment Events (TAE).

Aquenta had completed the validation of the Alliance’s prolongation program and cost, and subsequently the Recovery Program including risk assessment, and corresponding recovery cost of over AUD 13,091,518 as TOC adjustment.

Validation of claims for TOC adjustments from four minor TAEs was also completed, with a total amount of approximately AUD 450,000.


Forensic Planning and Independent Estimation

The outcome

Our team satisfied TfNSW’s requirements for the completed services. As such, Aquenta is still engaged to provide independent estimation services for major TAEs, one of which is the ‘change in design of retaining walls’ with an anticipated value of AUD 4M.
